I have overwritten your icacls file into the system32 folder as described.
You also mention this in your instructions:
C:\Windows\winsxs\amd64_microsoft-windows-icacls_31bf3856ad364e35_6.1.7600.16385_none_8ea990b7bfab3802\
Am I supposed to create this folder in winsys? Does it already exist? What should I do, please? (It appears that I cannot modify anything in this folder because it's locked.)

BTW, I'm trying to fix a stubborn problem with "Access denied" when setting Windows Update.
Reply: 1. You can create a folder in the path I said. If you don't want to do this, copy the icacls.exe file to c:\windows\system32\
2. To create a directory or file in the Windows system folder, you must log in to the computer as a super administrator to do this.
3. As for the problem that Windows Update does not work properly, in fact, it is related to permissions. You log in to the computer as an ordinary identity, resulting in no permission to write data to the system disk. The solution is:
Right click C disk--Property--Security--Advanced---Click Add--Enter "everyone" in the object name and set full permissions--OK--Restart the computer.
